The IPC-IG and FAO release the first One Pager in a series discussing the socioeconomic impacts of a three-decade-old unemployment insurance scheme for artisanal fishers in Brazil

After adapting its methodology in light of the COVID-19 pandemic, the IPC-IG has released the first in a series of reports produced under the scope of an ongoing project aimed at evaluating the impact of the Seguro Defeso unemployment insurance scheme on the socioeconomic conditions of small-scale fishers in Brazil.

The One Pager “Insights from an analysis of Seguro-Defeso’s legal framework by Luca Lazzarini, highlights key aspects of the programme’s legal framework, discussing the implications for identifying the target population for the impact evaluation of the scheme, as well as relevant programme implementation bottlenecks.

The Unemployment Insurance Management Database (Base de Gestão do Seguro-Desemprego)—which provides data on the Seguro Defeso programme—and the Single Registry of Social Programmes (Cadastro Único)—which gathers the social and economic characteristics of low-income households in Brazil—are data sources for the evaluation.

A series of One Pagers with the main findings of three other reports also delivered in August are expected to be published in the coming months. Click here to learn more about these reports. A final study is expected to be published by January 2021, comprising an analysis of Seguro Defeso’s impact evaluation results.

The studies are part of a project developed through a partnership between the Food and Agriculture Organization of the United Nations (FAO) and the IPC-IG, titled “Impact Evaluation of Seguro Defeso on the Socioeconomic Conditions of Small-Scale Fishers in Brazil”.
