TRANSFORM is an innovative learning package on the administration of national social protection floors in Africa. The prime objective of TRANSFORM is to build the critical thinking and capacities of policy makers and practitioners at national and decentralised levels to improve the design, effectiveness and efficiency of social protection systems. TRANSFORM aims not only at imparting state-of-the-art knowledge that is appropriate for the challenges faced by countries in the region, but also to encourage learners to take leadership on the change and transformation of nationally defined social protection systems.
There are different projects related to TRANSFORM in partnership with the IPC-IG. The objectives and deliverables vary according to the project but, in general, the agreements established envisaged the following:
- The adaptation of the TRANSFORM face-to-face curriculum to the online version
- The offerings of the TRANSFORM online course
-The offering of the Shock Responsive module
- The development and offering of the e-facilitators training
- Translation of materials.

- Adaptation of the African TRANSFORM into online courses and offering of the 1st run
The adaptation of the TRANSFORM training package and proposed activities from the face-to-face training to an online format was conducted throughout 2017, counting on a diversity of resources and collaborative activities. The 1st run of the e-course was offered from May to July (2018) for 47 invited participants.
- 2nd run of the TRANSFORM course and training of facilitators
The second run of the TRANSFORM course was made available through socialprotection.org‘s Virtual Campus from July to September (2018) and was offered to 49 participants, selected through an open call. Five e-facilitators were trained to support the learning process and promote collaboration.
- TRANSFORM Blended - UNICEF run
The e-TRANSFORM regular curriulum - its content and activities - were adapted into a version with less discussion forum and collaborative activities, and was offered to the UNICEF Ethiopia County Office staff, from July-September 2018, as a preparatory phase for a face-to-face application of the TRANSFORM Curriculum (blended version).
- 3rd run of TRANSFORM Online Course
The Centre has delivered the third run of the 10-week TRANSFORM online course, which was offered from February to April 2019 through socialprotection.org’s Virtual Campus. The course activities involved the improvement of the training of e-facilitators and enhancements in the online version of the course.The course was offered to 49 participants.
- 4th run of TRANSFORM Online Course
Under the scope of this project, the Centre delivered the fourth run of the 10-week TRANSFORM online course, starting in September and ending in November 2019. The training counted on the participation of 46 people.
- 5th run of TRANSFORM Online Course
Under the scope of this project, the Centre delivered the fifth run of the 10-week TRANSFORM online course, from March to May 2020. It was offered to 51 participants through socialprotection.org’s Virtual Campus.
- 6th run of TRANSFORM Online Course and Virtual ToT
The sixth run of e-TRANSFORM course was offered from August to October 2020, to 50 participants from 33 different countries.
Also in 2020, socialprotection.org offered technical support to 13 participants and 2 e-facilitators for TRANSFORM’s Training of Trainers programme, from September to November, through the platform’s Virtual Campus.
- 7th run of TRANSFORM Online Course and training of e-facilitators
For the 7th run, the regular e-TRANSFORM curriculum consisting of 10 weeks was adapted to a 8-week schedule as per partner's request. The project also included the offering of the e-course (promotion, registration and management of the attendance of participants), which has taken place from January to March 2021. This run was dedicated to African UNDP's professionals and government counterparts. There were 44 enroled participants.
Additionally, there was the preparation and offering of the second e-facilitators training to 13 people, which included the organization and development of materials and strategy for the training and facilitation of activities and online live sessions.
- TRANSFORM shock-responsive social protection module
Under the scope of this proejct there was an adaptation of the TRANSFORM shock-responsive training module and activities from the face-to-face version. By October 2020, the IPC-IG and the socialprotection.org platform had finalised the course plan. By December 2020, it was developed and adapted a first draft of course materials based on the course plan; created and contributed to the creation of the first draft of learning materials and activities; and set them up in a Moodle virtual environment. By February 2021, socialprotection.org has adapted this draft based on review and feedback from TRANSFORM stakeholders, to prepare a final version of the activities prior to the pilot. The pilot online course took place in the second half of February 2021. The course had a duration of five weeks. The feedback gathered in this pilot has provided information for adjustments in the course materials and activities for future runs.
- Translation of TRANSFORM 5-days Social Protection Curriculum to Portuguese
The IPC-IG has undertaken the translation of course materials into Mozambican Portuguese, and carried out all related desktop publishing tasks at a professional level. The course was hosted by socialprotection.org.

The IPC-IG has undertaken the translation of course materials into French, such as copyediting and professional graphic design of 8 base documents and all its pedagogical materials. The course was hosted by socialprotection.org.
- Support the roll-out of the Shock Responsive Social Protection Module in West and Central Africa, including francophone countries
Quality assurance support to the professional translation of the base document and all the pedagogical material of the 3-day TRANSFORM Shock Responsive Social Protection course to French.
