Assessment of the Implications of the Bolsa Família Programme for the Decent Work Agenda

Abstract:The objective of this study is to assess the implications of Brazil’s conditional cash transfer programme, the "Bolsa Familia" Programme (hereinafter the “PBF”), for the Decent Work Agenda. The Decent Work Agenda first emerged in a report by the Director-General of the ILO in June 1999. Decent work is defined by the ILO (www.oitbrasil.org.br) as "productive work under conditions of freedom, equity, security and dignity, in which rights are protected and adequate remuneration and social coverage are provided.” Work that can be classified as decent therefore ensures respect for labour rights and guarantees living standards in conditions of dignity; it accordingly excludes any kind of work under constraint, for excessive hours or for under-remuneration.
