Developing a transition model between non-contributory social assistance and work-related contributory social insurance for Jordan

IPC-IG will be leading the process of developing a generic conceptual model and recommendations at policy, programming, design, and operational level to enhance coordination and compatibility between contributory and non-contributory programmes and facilitate transition from Social Assistance to employment-related Social Insurance in the Arab Region, based on review of the international experience. It will also support the development of a practical application of the model for Jordan with actionable recommendations that take into account the key design, administrative, financial, and operational features of the SA and SI systems of Jordan.

Report, models and assessment

IPC-IG will be leading the process of developing a generic model for supporting transition and incentive compatibility between social assistance to employment-related social insurance in the region, to be then applied to Jordan. The project includes 5 deliverables:

  1. Inception report.
  2. Regional model: for alignment and coordination, which is based on a literature review of global best practices in graduation and incentive compatibility.
  3. National Assessment of Incentive Compatibility: IPC-IG will coordinate the work of a local consultant and a local data collection company to development the Assessment based on a review of the relevant operational guidelines of different cash assistance and social insurance programmes implemented in Jordan, and on the data collection from beneficiaries and informal workers.
  4. National Model for Alignment & Proposal for Responsible Graduation: the IPC-IG will coordinate the work of a local consultant to produce the Model which takes into account the views of relevant national and international entities such as the National Aid Fund and the Social Security Corporation as well as the main outputs of the two previous deliverables.
