Developing a transition model between non-contributory social assistance and work-related contributory social insurance for Jordan

The aim of this project was to develop a generic conceptual model and recommendations at policy, programming, design, and operational level to enhance coordination and compatibility between contributory and non-contributory programmes and facilitate transition from Social Assistance (SA) to employment-related Social Insurance (SI) in the Arab Region, based on review of the international experience. It also supported the development of a practical application of the model for Jordan with actionable recommendations that take into account the key design, administrative, financial, and operational features of the SA and SI systems of Jordan.

Report, models and assessment

Over the course of the project, the IPC-IG developed 3 main outputs:

  1. Inception report containing project workplan.
  2. Generic model for supporting transition and incentive compatibility between social assistance and employment-related social insurance in the Arab region, based on a literature review of global best practices. The model was discussed with national stakeholders as well as international experts to inlcude their views.
  3. National Model based on an assessment of relevant operational guidelines of different cash assistance and social insurance programmes implemented in Jordan, and data collected from cash transfer beneficiaries and informal workers through a phone survey. The model also included a series of recommendations for improving transition and incentive compatibility between national and humanitarian social assistance and employment-related social insurance in the country.
