This project aimed to support the design, implementation and evaluation of an incentivized top-up cash transfer within Iraq’s Social Safety Net SSN (Iraq’s national cash transfer program) with a focus on pregnant women, under-5 and school-age children.

Assessment, policy design and technical advice
The support provided by the IPC-IG included, for both the Federal Level and the Kurdistan Region of Iraq (KRI):
- Assessment of and advice on the design and delivery system of the current SSN
- Design of a scalable cash transfer programme for women and children from poor households
- Ad-hoc technical advice (including advice on specific tools and technical assistance for the preparation and implementation of the programme)
For this, the IPC-IG developed the following activities:
- Review of the proposed SSN Guidelines for KRI and presentation of recommendations
- Literature review of social protection system and SSN (federal level and KRI)
- IPC-IG Mission to Iraq (March 2022) to discuss design proposal of cash plus programme
- Advocacy brief with the main priorities for the SSN reform in Iraq
- Social Service Workforce mapping template and ToR
- Child-sensitivity assessment of current SSN at the federal level and proposed SSN Guidelines in KRI
- Design proposal for a cash plus programme (federal level and KRI)
